Paul Doman and Marius Banici launch Victory Square Partners, connecting US growth-stage companies with Romanian engineering talent. First client engagement delivered in two weeks. The blueprint was set from day one: get in the room, think about the business, ship the thing.
VSP builds six internal professional communities: DevOps, UX, QA, Leadership, Security, and AI. The Victory Principles are developed. A fully flexible remote work model launches across Romania. Mud Dogs and Transformers leadership model takes form.

Paul Doman is a Washington D.C. area entrepreneur, Army veteran, and technology services executive. After eight years as a US National Guard Army Captain, he built a career spanning finance, tech sales, and software product development before co-founding Victory Square Partners in 2019 alongside Marius Banici. The firm has since grown to roughly 200 team members and earned back-to-back Inc. 5000 rankings. He is a member of Mindshare (class of 2024), a curated peer network for DC-area CEOs and founders.
Marius built the engineering side of Victory Square Partners from the ground up. Based in Timisoara, he is the architect of VSP's technical culture: the hiring bar, the two-line leadership model, the communities of practice, and the engineering principles that have kept VSP's teams high-performing through six years of rapid growth. What he built is not a department, it is a system designed to scale without losing standards, and to grow without losing the people who built it.
Matt has been in the seat. He started as a software engineer, rose to architect, and served as CTO of Parature through its acquisition by Microsoft. That lived experience, building, leading, and navigating transformation at the highest level, is what VSP's advisory clients need. Before joining full-time, he coached VSP's own leadership on technical strategy. He now leads advisory engagements directly, helping growth-stage companies build AI roadmaps, structure their engineering organizations, and ship faster without sacrificing judgment.
Vlad has been building and leading engineering teams in Romania for over twenty years — automotive navigation systems, enterprise software, product development under real client pressure. He knows how to filter through competing demands and find the critical path. He knows how to communicate technical realities to clients in a way that builds trust instead of confusion. Those things develop over two decades of doing the work, not in a sprint. At VSP, Vlad runs engineering delivery with the same instinct: technically precise, direct with clients and teams, focused on what ships.
There is a pattern to how VSP gets hired. It is rarely a clean RFP. More often, a company is in a difficult position and needs a partner with the judgment to step into it. We have done it across three distinct scenarios, and we have delivered every time.
